General Malcolm is a high ranking in the British Army. He is an honorable Army officer who helps Alfred Pennyworth find John Curzon. The General works with Lord James Harwood when The Queen appoints him as her acting Prime Minister. Once The Queen is freed she orders General Malcolm to depose Harwood and he takes great pleasure in the task.

In Julie Christie, Alfred Pennyworth visits a gentlemen's club for retired soldiers, but is refused entry by the door Sergeant who does not believed to be a soldier. He sneaks around the back, asking the soldiers if they know of John Curzon’s location, and nobody is willing to speak. An old officer does let Alfred talk. To entice them, Alfred reveals that Captain Curzon killed Esme Winikus due to a bad joke he made while serving in the army, but still nobody is willing to give up Curzon’s location. Alfred is escorted out and a confrontation begins between Alfred and the same soldier from the door. The confrontation is quickly ended when the soldiers superior, General Malcolm, commands they stand down. Telling him "You SAS chats are an odd bunch. Cool as cucumbers and mad as hatters. No fear and no discipline. The fact of it, your story sounds absurd. You look like an honest man." Though officers are loyal to their kind, he would not protect a cad. The General tells Alfred that he believes him and will check out the accusation, sending a man to reveal Curzon’s location if found to be true. The door Sergeant comes to Sid's pub the Severed Arms, gives the message at 1400 hours.
In Alma Cogan, 3 military men were in a van with Harwood. The army are at first reluctant, despite Harwood’s offer of more funding, General Malcolm citing that they answer to The Queen, but are finally convinced when Harwood tells them the Queen is with them and authorized it, despite not having done so.
In Marianne Faithfull, Bet and Peggy force the Queen to send a message to the government holding the phone to her mouth and having a knife pointed at her. The message is that she is safe and among friends, but orders for the immediate resignation of the government and Prime Minister with force authorized if necessary. To replace the Prime Minister, she announces Lord Harwood, much to cabinets surprise.
General Malcolm stood with the The Duke of Windermere and The Duchess of Windermere, greeting lord James Harwood and Frances Gaunt at the base of operations.
Harwood calls, telling they have the Queen and the Duke and Duchess Windermere. Harwood threatens that they will face the consequences if they do not cooperate, however Prime Minister persists that they will not be bullied. This infuriates Harwood, who is advised by the military counsel head General Malcolm, "tempers are high, there is no need for that kind of talk. There is no need, we must do our up-most to avoid shed English blood. Give him 24 hours to decide." Having witnessed the phone call, Gaunt expresses her concern over the recent events, admitting that she didn't sign up to abduct the Queen.
Once saved from the Sykes sisters by Pennyworth and his crew, he teamed up with Thomas Wayne and Martha Kane. General Malcolm receives a call from the Queen ordering the arrest of Harwood and Gaunt and the shutdown of operations. The Raven Society guards are shot and Malcolm orders that Harwood and Gaunt are arrested by the military, which is now back under control of the government.
